Two hundred years ago a peaceful demonstration, with an almost carnival atmosphere, was held in St Peter’s Fields, Manchester. It soon turned into a bloody riot. The blame lies squarely at the feet of The Authorities. The Government and Establishment panicked and, fearing revolution, acted with little restraint. Yet the longer term outcome was an unstoppable wave demanding economic and political reform. Perhaps the lessons of history are there to be learnt.
